Scorecard is a conceptual framework for translating an
organization's vision into a set of performance indicators
distributed among four perspectives: Financial, Customer, Internal
Business Processes, and Learning and Growth. Indicators are
maintained to measure an organization's progress toward achieving
its vision; other indicators are maintained to measure the long term
drivers of success. Through the Balanced Scorecard, an organization
monitors both its current performance (finances, customer
satisfaction, and business process results) and its efforts to
improve processes, motivate and educate employees, and enhance
information systems--its ability to learn and
improve.

The Procurement
Executive of the Department of Energy is responsible for
establishing an effective acquisition and financial assistance
management system which ensures that quality goods and services are
obtained at reasonable prices, in a timely fashion, and in
accordance with the statutory and regulatory requirements and the
programmatic needs of the agency.
To assist in
the accomplishment of this responsibility, the Procurement Executive
has established the Balanced Scorecard Performance Measurement and
Performance Management Program (Balanced Scorecard). The program is described in
detail in a document of the same name available at the Balanced
Scorecard link located on the DOE Procurement Homepage
(http://professionals.pr.doe.gov). The program provides the
methodology for assessing performance of the Federal procurement
offices, and major site and facility management contractor
purchasing organizations.
This methodology includes a “compliance” review component
which focuses on the organization’s ability to comply with system
requirements, including laws, regulations, terms and conditions of
contracts, ethical standards, and good business management
practices, as appropriate.
To assist in
the compliance portion of the self-assessment process, this
Acquisition and Financial Assistance Self-Assessment Checklist has
been developed for use by Heads of Contracting Activities and field
procurement managers as an available tool that will facilitate
conduct of the Balanced Scorecard Review. This Checklist has been
designed for reviews of Federal procurement offices. Compliance reviews of
Balanced Scorecard Review of DOE’s major site and facility
management contractors are conducted utilizing separate
guidelines.
Balanced
Scorecard Review for Customer Satisfaction: This perspective
captures the ability of the organization to provide quality goods
and services, effective delivery, and overall customer satisfaction.
For purposes of this model, both the recipient of goods and services
(the internal customer) and the sponsor/overseer (DOE) are regarded
as customers of the business processes. In a governmental model, and
for the major DOE site and facilities management contractors (i.e.
major contractors), the principal driver of performance is different
than in the strictly commercial environment; namely, customers and
stakeholders take preeminence over financial results. Recognizing
that budgets are limiting factors, public organizations and the
major DOE contractors have a greater stewardship responsibility and
focus than do private sector entities.
